What happens to the sender when the sender's health is “Restricted”?

When a sender’s health is marked as “restricted”, it indicates that the sender has been flagged for sending spam or low-quality messages. As a result, messages from this sender will not trigger notifications and won’t appear in the primary inbox. Instead, they will be routed to the spam tab.
